Centre unveils BHAVYA scheme guidelines to build 100 industrial parks

New Delhi: The Department for Promotion of Industry and Internal Trade has released operational guidelines for the implementation of the BHAVYA scheme, a major central sector initiative aimed at developing world-class industrial parks across India.

The scheme seeks to strengthen the country’s manufacturing ecosystem through integrated industrial infrastructure aligned with flagship initiatives such as Make in India and PM Gati Shakti.

Under the scheme, the Centre plans to develop 100 industrial parks between 2026-27 and 2031-32 with a total outlay of around Rs 33,660 crore. In the first phase, up to 50 parks will be selected through a challenge-based competitive process.

According to the guidelines, the parks will feature plug-and-play infrastructure, multimodal logistics connectivity, utility services, worker-support facilities, digital governance systems and sustainable development components.

Both greenfield and eligible brownfield industrial parks will be covered under the scheme. The minimum land requirement has been fixed at 100 acres for non-hilly states and 25 acres for hilly states, northeastern states, Union Territories and smaller states. Parks of up to 1,000 acres may also be considered.

Project proposals will be evaluated based on factors such as connectivity, infrastructure quality, industrial ecosystem strength, sustainability and digital readiness.

Implementation will be carried out through Special Purpose Vehicles (SPVs) formed under the Companies Act, 2013, while the National Industrial Corridor Development Corporation has been appointed as the project management agency for monitoring and execution.

The Centre said the scheme is expected to boost manufacturing investments, strengthen supply chains, create jobs and improve India’s position in global value chains.
