New Delhi: The Election Commission of India (ECI) has commenced the Enumeration Phase of the Special Intensive Revision (SIR) of electoral rolls in Odisha, Mizoram, Sikkim and Manipur, as part of a nationwide exercise aimed at ensuring that only eligible citizens are included in voter lists.
The poll panel had on May 14 ordered the Special Intensive Revision across 16 states and three Union Territories under its constitutional mandate to maintain accurate and updated electoral rolls.
According to the ECI, the objective of the exercise is to ensure that no eligible voter is left out while preventing the inclusion of ineligible persons in the electoral rolls. Every Indian citizen aged 18 years or above on the qualifying date, and not disqualified under any law, is entitled to be registered as an elector.
The Enumeration Phase in the four states began on May 30. The Commission said electors whose Enumeration Forms are received by the Electoral Registration Officer (ERO) on or before June 28, 2026, will be included in the draft electoral rolls.
Those unable to submit the forms before the deadline can apply later through Form 6 along with the prescribed declaration during the claims and objections period.
As part of the exercise, Booth Level Officers (BLOs) are conducting door-to-door visits to distribute, collect and verify Enumeration Forms. Electors can also submit the completed forms online. The Commission said BLOs will make repeated visits to households to ensure maximum coverage.
To facilitate new voter registrations, BLOs have been instructed to carry at least 30 blank Form 6 applications and declaration forms during field visits and provide them to eligible citizens seeking enrolment.
In a move aimed at increasing political participation in the revision process, the Commission has permitted Booth Level Agents (BLAs) of recognised political parties to collect up to 50 forms per day from the public and submit them to BLOs before publication of the draft rolls.
The ECI has also encouraged recognised national and state political parties to appoint additional BLAs to assist officials in the smooth conduct of the revision exercise.
