Tamil Nadu Makes Asset Disclosure Mandatory for Government Employees Seeking Promotion

CHENNAI, October 9: In a move aimed at improving transparency in public administration and curbing corruption, the Tamil Nadu government has reportedly made the disclosure of assets and liabilities mandatory for government employees seeking promotion.

According to the reported directive, employees must upload details of their movable and immovable assets, savings and outstanding loans through the government’s Integrated Financial and Human Resources Management System (IFHRMS) portal by October 31.

Under the new requirement, only employees who submit their asset declarations within the stipulated deadline will be considered for inclusion in promotion panels. Those who fail to furnish the required information risk losing their eligibility for promotion.

The declaration is expected to cover not only properties and assets held in an employee’s name but also assets held in the names of family members or other individuals. Employees must disclose their relationship with the individuals concerned and provide the relevant details.

Disciplinary action for non-compliance

Employees who fail to submit their declarations by October 31 may face disciplinary action for violating government employees’ conduct rules, according to the reported order.

The declaration process is to be completed online through the IFHRMS portal. The details required include immovable assets such as houses, plots and agricultural land; movable assets such as gold and vehicles; bank deposits and savings; and outstanding loans and other financial liabilities.

Push for greater transparency

The circular, reportedly issued by Chief Secretary Sai Kumar, is intended to strengthen accountability among government employees and help identify potential cases of disproportionate assets.

While asset declarations are already required in various forms for certain categories of public servants, the reported move links compliance directly to promotion eligibility for state government employees.

The use of the IFHRMS platform is also expected to facilitate the digital maintenance of employees’ service-related information.
